DTI Credits DOTr Orders to Address High Shipping Costs

DTI

Department of Trade and Industry (DTI) Secretary Ramon Lopez credited and supported the initiatives taken by Department of Transportation (DOTr) Secretary Arthur Tugade to address mounting complaints against unreasonable shipping charges. This, following the transportation department’s issuance of multiple Department Orders to bring down the cost of shipping and provide redress on complaints against shipping lines.

Sec. Tugade issued an order creating the Shippers Protection Office (SPO) to assist shippers that have been assessed unreasonable fees and charges by shipping lines. Under Department Order 2020-008, the SPO is authorized to accept complaints pertaining to rates, charges, practices, and operations of international and domestic shipping lines.

“The creation of such an office is very important as importers, exporters, forwarders, and brokers will now have a venue to ventilate complaints against shipping lines charging exorbitant and unreasonable fees,” said DTI Secretary Lopez.

“The intervention of DOTr in addressing this issue could not have come at a better time, considering that this has been a recurring problem for shippers, which affects the general cost of goods and has further aggravated the economic difficulties that all businesses have been experiencing due to the pandemic,” Sec. Lopez said.

“At the end of the day, it’s consumers who will bear the burden of these high costs in terms of higher prices of final products. Shippers may file their complaints directly at the SPO,” the trade chief added.

Sec. Tugade also issued Department Order 2020-009 prescribing a minimum free time period of eight (8) days for cargoes unloaded by international shipping lines. The eight-day period extends the period of five (5) days currently granted by shipping lines before collecting demurrage charges on containers. This again is a very welcome intervention in lowering the overall charges applied to shippers and consignees.

Studies have shown that the five-day free time period granted by shipping lines to Filipino importers is one of the shortest free time periods in Asia. The eight-day free time period aligns the free time period granted by many shipping lines to importers in other countries.

Moreover, under the government's policy of ensuring adequate supply of food at affordable prices, Sec. Tugade also issued Department Order 2020-007 directing all domestic shipping lines to allocate cargo space and provide preferential rates for agricultural and food products.

The order enjoins all domestic shipping lines to allocate no less than 12% of a vessel’s cargo capacity per voyage exclusively for agriculture and food products and provide a discount of 40% of published rates for cargoes of said products. The said order is also expected to benefit farmers by way of boosting demand for locally produced agricultural products. It will likewise help ensure the unhampered movement of said products across the country.

“The longer free time of minimum of eight days prescribed under DO 2020-009 is expected to minimize, if not eliminate, demurrage charges to be incurred by consignees on imported products,” Sec. Lopez explained.

He also pointed out that importers that are able to release their shipments within eight days no longer have to pay demurrage charges.

For locally-produced agriculture and food products, the allocation of a vessel’s cargo capacity and provision of discounted rates as provided under DOTr’s order can lead to increased competitiveness and demand for such products. This will contribute to the viability of domestic food production, as well as help sustain the government's efforts to attain food security for the country.

“These initiatives are expected to help stabilize prices of many basic commodities, which will ultimately redound to the benefit of Filipino consumers. Secretary Tugade deserves to be commended for taking concrete actions to resolve the issue of high shipping costs,” added Sec. Lopez.

PH Exports Grow by 5.1% in Q3 2019

MAKATI – Amidst the backdrop of global uncertainty stemming from the US-China trade war, Philippine exports of goods and services remained resilient, as it expanded by 5.1% year-on-year (yoy) to US$ 25.0 billion in the 3rd quarter (Q3) of 2019. This export growth was even an improvement compared to its second quarter (Q2) 2019 yoy rate of 4.3%.

"President Rodrigo Duterte's directive of being a friend to all nations allowed the Philippines to grow our exports despite the ongoing US-China trade war, which may have caused the decline in exports of other countries." said Trade Secretary Ramon Lopez.

Sec. Lopez also said that the Philippines is pushing for the conclusion of free trade agreements like the Regional Comprehensive Economic Partnership (RCEP) and the Philippine-Korea Free Trade Agreement in 2020 to expand market access for manufactured goods as well as agri-based products.

He shared that the Philippines is also working on a free trade agreement with the United Arab Emirates (UAE) and is exploring new export markets in consumer-rich Africa. The trade chief advised that export marketing should be in tandem with increasing the supply to meet the demand of foreign markets.

The Q3 export growth performance was strengthened by an 8.6% yoy increase in services exports, which totaled US$ 11.1 billion for the quarter. It was also backed by the 2.4% yoy uptick in the goods exports valued at US$ 13.9 billion.

Growth in services exports was boosted by a double-digit increase in exports of travel services due to bigger international tourist arrivals. Aside from travel services, Information Technology and Business Process Management (IT-BPM) also contributed to the services exports’ good showing.

On the other hand, exports of electronics products, bananas, and forestry and mineral products contributed to the moderate increase in the exports of goods.

Goods and services’ exports climbed 3.7% yoy to US$ 70.4 billion on a cumulative basis spanning January to September 2019. Services exports rose by 7.7% yoy to US$ 30.6 billion driven by travel services as well as technical, trade-related, and other business services. Meanwhile, goods exports increased by 0.7% yoy to US$ 39.8 billion primarily because of fruits and vegetables.

MrSpeedy Gears Up to Empower the Filipino Entrepreneur

MrSpeedy Philippines, the fastest growing same-day delivery service in the country, is lowering down its rates to become the most affordable delivery partner for Metro Manila on-line sellers. True to their motto of empowering the Filipino Entrepreneur, MrSpeedy aims to support small on-line sellers with a reliable and affordable service to help them be competitive in the current trend of instant delivery.

"We see that the trend right now for online selling is instant delivery, but it is hard for small online businesses to afford this service. By slashing down our prices, our goal is to arm our local businesses to be more competitive, especially against the dominating giants out there," said MrSpeedy’s Country Manager Jason Gaguan.

"We believe that this is the age of the Filipino Entrepreneur and we want to be part of that economic revolution. In everything we do, we always ask ourselves: Paano 'to makakatulong mag-palaki ng negosyo sa isang Instagram, Facebook o Carousell seller?"

MrSpeedy focuses on three things that they found out is most important for small online businesses: Delivery Price, Customer Support and seamless Cash on Delivery.

With MrSpeedy's pricing at PHP6/km, it is now the most affordable same-day delivery service as it is 40% cheaper than its competitors in Metro Manila. Alongside its affordable pricing, MrSpeedy has invested heavily in its customer support both in technology and headcount to ensure that their clients are heard and assisted in every step of their delivery- even going as far as creating personal chat groups with their clients. Aside from this, the MrSpeedy Mobile App is very easy to use. Users just have to input the pick-up and delivery drop-off pin locations and input contact details for the said addresses, and they will be able to see the total delivery price – with no hidden charges. The simplicity of booking a delivery is what makes MrSpeedy’s service friendly to clients. To add to their online seller-centric approach is a Cash on Delivery service that boasts of a 12-24 hour remittance window. Since offering cash-on-delivery to their online stores, clients are pleased to note their businesses have gained an increase of up to 300%.

Asked about why online businesses should choose MrSpeedy versus other platforms, Gaguan answers, “Technology wise, we are very similar to our competitors, pero lumalamang kami in understanding what our customers need, nakikinig kasi kami. Very simple lang naman ang gusto namin, to give the cheapest price, mapadala ng mabilis ang package at sumagot kagad pag may concern ang customer at i-resolve instantly. We want things to be simple, we just want to be the best partner of small businesses in Manila.”
