Empowering Pinay Entrepreneurs through Digitalization

Transforming Filipina entrepreneurs into digital-savvy and active e-commerce practitioners, as they adapt to the new normal, the Department of Trade and Industry (DTI) National Confederation of Cooperatives (NATCCO), United States Agency for International Development (USAID), Facebook Philippines, Shopee and Lazada launched a milestone project entitled Connecting Women Entrepreneurs to the Digital Economy.


The project aims to equip and expand market of Filipina entrepreneurs through an integrated digital marketing training on online storefronts, implementing digital marketing promotions, and leveraging digital payments to become effective online sellers.

Women entrepreneurs struggle as they encounter barriers in their entrepreneurial journey that limit their access and productivity as they balance their roles of managing household and caring for children while contributing to family income. Today, digital technology bridges home and marketplace most efficiently, expanding access to information, markets, finance, and networks. When women have access to this technology, they are better positioned to reach their full economic potential.

In 2019, data from DTI shows that 64% of their MSMEs assisted by Negosyo Centers were women. Similarly, 64% of the 5.8M individual members of the coops in NATCCO are women. In a survey conducted by DTI from June 4-17, it was found that when community quarantines were imposed, 26% of over 2000 MSME respondents ceased operations, 52% went on partial operations, and only 22% remained in full operation. Meanwhile, 91% reported a decline in sales and 74% reported a decline in the workforce.

Trade Secretary Ramon Lopez has noted the significance of empowering Pinay MSMEs, through e-commerce, to the nation’s job generation and inclusive growth.

“This presents the biggest opportunity we can harness in building back our communities during this period of the COVID-19 pandemic. Women entrepreneurs—as agents of innovation and change—will help our country bring us towards digital connectivity as we re-open the economy, we want to see not only a new normal, but a better normal. This will create more jobs and employment for our people,” said trade chief who led the virtual ceremonial signing.

The Connecting Women to the Digital Economy program is one of the many initiatives USAID has launched to help women entrepreneurs and enterprises bounce back fast.

“USAID is pleased to collaborate as we pursue a future where digital technology spurs robust inclusive growth, fosters resilient societies, and empowers all, including women”, said USAID Deputy Chief of Office of the Economic Development and Governance Jenna Diallo.

A Digital Readiness Study that was recently conducted shows that digital women entrepreneurs are motivated to grow their business for the family and community. However, though most have started their digital journey through popular social media sites like Facebook, women entrepreneurs need more knowledge and skills to optimize the digital platform and convert engagement to sales.

Through this project, 400 women entrepreneurs nationwide with online ready products are nominated to undergo a tailor-fit and intensive capacity building program on digital marketing & promotions, online selling on popular e-commerce sites & digital payments aimed to expand market reach and grow revenues within six months.

To complement and sustain the program, 150 DTI and NATCCO personnel will undergo a mentorship program to guide mentees and ensure immediate course corrective measures for troubleshooting. Through this program, Filipina entrepreneurs will be connected and build a digital community that will bolster economic growth and job creation as they become equipped in technology to grow their business further and contribute sustainably to the Philippines digital economy.

Lazada Chief Operating Officer Carlos Barrera stated, “Through this partnership, we will arm them with the resources to strengthen and future proof their businesses for the journey ahead.

“We have long recognized the immense potential of Filipina Entrepreneurs to succeed and innovate, and we want to help them connect meaningfully with their communities so they can grow their business further and contribute to the Philippines digital economy,” said Facebook Philippines Head of Policy Clare Amador.

To close the program, Regional Operations Group Undersecretary Blesila Lantayona and Gender and Development Point Person of the Department extends the excitement of the 16 regions and Bureau of Small and Medium Enterprise Development (DTI- BSMED) in charge of implementing programs for MSMEs on the ground to start the series of training.

“We are ready to take this event and drumbeat the MSME week to transform our women entrepreneurs from brick-to-mortar marketers to effective online sellers,” Underscretary Lantoyana said.

Philippine IT-BPM Sector to Expand Delivery of Services to US Clients post COVID-19

Manila, Philippines — DTI Undersecretary and Board of Investments (BOI) Managing Head, Dr. Ceferino Rodolfo, and key officials of the Philippine IT and Business Process Management (IT-BPM) industry reached out Wednesday, 01 July 2020, to stakeholders in the Americas region, highlighting projected growth and expanded opportunities, and citing the industry’s resilience during the COVID-19 pandemic.


During the webinar organized by the Philippine Trade and Investment Centers in Washington DC, New York, San Francisco, Los Angeles, Toronto and Mexico City, jointly with the Manila-based Foreign Trade Service Corps, the Export Marketing Bureau and the Board of Investments, Undersecretary Rodolfo and the private sector representatives tackled how the Philippine IT-BPM industry, capably continued supporting the IT-enabled back-office requirements of overseas businesses in North America. During the imposition of the Enhanced Community Quarantine (ECQ) in the country, the IT-BPM sector provided virtually uninterrupted support to global clients, especially those in the healthcare sector, which operated at a 90% capacity.

Undersecretary Rodolfo credited the Philippines’ solid economic fundamentals for cushioning the impact of the pandemic on the country’s recovery efforts. He shared that the Philippines recorded strong pre-Covid economic growth performance averaging at 6.6 percent and posted a relatively low average inflation rate of 3 percent from 2016 to 2019, and a strong fiscal position with a highest revenue-to-GDP ratio revenue (16.1 percent) and lowest debt-to-GDP ratio of (39.6 percent) since 1997 for 2019. The prospects for Philippine growth show a sharp V-shaped recovery by 2021, with a growth range of 7.1 to 8.1 percent and expanded opportunities for the IT-BPM sector.

“Our registered approved investments have actually risen. In the first half of 2020, our record shows that we are 112% higher in terms of approved investments compared to the same period last year. Most of these investments have gone to infrastructure, energy, and transport—very important sectors when you look at the modernization of the Philippine economy,” Undersecretary Rodolfo said.


Undersecretary Rodolfo cited the 60,000-kilometer nationwide fiber optic network nationwide, manufacturing support facilities, a third a telecom player, and satellite-based connectivity solutions with high-degree local manufactured content as strategic projects that will support the projected rebound in 2021.

IT & Business Process Association of the Philippines (IBPAP) President and CEO Rey Untal highlighted that 2019 was a strong year for the IT-BPM industry, growing by 5.8 percent in Full-time Equivalent (FTE) headcount and 7.1 percent in revenues, despite the challenges brought about by geo-political developments and disruptive technologies such as Artificial Intelligence/Intelligent Automation.

“Growth in 2019 was driven, in part, by incumbent third-party operators that continued to expand. We saw a bit of expansion in healthcare,” he added. “Likewise, we saw a number of multinational global in-house centers (GICs) investing and/or expanding in the Philippines. Lastly, if we look at the creative sectors, specifically animation and gaming, they’ve had their fair share of growth as well.”

Mr. Untal credited the government, including the DTI, BOI, and Philippine Economic Zone Authority (PEZA), for including the BPO sector as among those recognized by the government’s COVID-19 Inter-Agency Task Force as essential businesses that were allowed exemptions during the ECQ period. “That allowed us to operationalize two work streams: the on-site skeletal model, as well as the work-from-home capability,” he said.

Healthcare Information Management Association of the Philippines (HIMAP) President Rogelio Salazar Jr. shared that 80 percent of HIMS businesses achieved on-site productivity levels, with GICs achieving 80-90 percent productivity and quality levels within three to four weeks from the start of the ECQ period.

Mr. Salazar also said that the HIMS (health information management services) segment of the IT-BPM industry is expected to post the highest revenue and FTE headcount growth range for 2019 to 2022, showing its strength as a high-value contributor to the national economy. “Over the next few years, we foresee the HIMS sector in the Philippines continuing to grow at a much faster rate than the IT-BPM industry as a whole. That growth will primarily be led not only by third-party players but also more GICs looking at the Philippines for redundancy, scalability and adaptability in their operations,” he added.

Jessica Shields, head of International Business Operations of Dexcom Philippines, Inc., cited talent availability, labor arbitrage, and cultural fit as factors in Dexcoms’s decision to establish operations in the Philippines. She also highlighted the strategic partnership between industry and the government, enabling the sector to thrive even during the pandemic. Dexcom, headquartered in Silicon Valley, California, invested in GIC operations in Taguig in January 2019, and is one of the world leaders in diabetes care technology.

Ninety-five participants from North America and other parts of the world attended the webinar, while the Facebook Live video garnered almost 5,000 views as of this writing.

DTI Grants Negosyo Kits to Pandemic-Affected Families in La Union

The Department of Trade and Industry Region (DTI) through has awarded Negosyo Starter Kits to 20 identified beneficiaries as part of the agency’s Pangkabuhayan sa pagBangon at Ginhawa (PBG) program.


Each of the beneficiaries received Php10,000 worth of Negosyo Starter Kit that varies from sari-sari store, bigasan (rice retail), frozen foods and tools and equipment for food processing during the awarding program last June 29 at the Bauang, La Union Municipal Hall. The program was led by Regional Director Grace Falgui-Baluyan, Provincial Director Merlie Membrere and Bauang Mayor Menchie De Guzman.

DTI’s PBG programs aims to provide support to individuals and micro-enterprises affected by man-made and natural calamities, including the pandemic coronavirus (COVID-19).

Norma Libatique, 65 years old, received the Bigasan Negosyo starter kit. She emotionally recalled how it has been hard for their family to earn a living during this crisis time. She used to work as a manicure/pedicure technician.


“Ngayong panahon ng pandemya, kung saan stay at home tayong lahat, napakaganda itong pagkakataon na nabigyan kami ng negosyo ng DTI. Maraming salamat po.” Norma added.

Prior to the awarding of business starter kits, a training on financial literacy and entrepreneurship was provided to the beneficiaries to further capacitate them in their new endeavors.

RD Baluyan encouraged the recipients to make the most of what they received to help others as well. "We will be happier if you make your businesses successful. We want you to grow not only for yourself and family but for the community too." she added.

Mayor De Guzman thanked DTI for the continuous programs and support that their town has been receiving. “As we continue to fight our unseen enemy (COVID-19), we know that DTI will be here to help us.” she added.
