Cabanatuan Eyes Faster, More Responsive Government Services through PLDT, Smart’s AI-in-a-Box

Cabanatuan City takes a huge leap into a smarter future with PLDT and Smart’s AI-in-a-Box program. Under the initiative, the city government will develop its own AI-powered solution aimed at making public services smarter and more efficient.

"We see artificial intelligence as a practical tool for improving governance and delivering better outcomes for our people,” said Mayor Myca Elizabeth R. Vergara of Cabanatuan City. “We are committed to institutionalizing this initiative and integrating it into our operations. This is part of our broader vision of building a smarter, more responsive city government that listens, acts, and serves more effectively."

With support from PLDT-Smart Foundation and Microsoft Philippines, AI-in-a-Box is the PLDT Group’s initiative to make artificial intelligence more accessible to communities, combining digital tools, connectivity, and training to help organizations and local governments turn emerging technologies into practical solutions. Each kit includes a laptop, a smartphone, a connectivity device, and premium access to AI tools.

"AI-in-a-Box is about helping communities turn innovation into tangible benefits for the people they serve. By giving local governments access to practical AI tools and training, we hope to support more responsive public services, strengthen digital capabilities, and create more opportunities for Filipinos to thrive in an increasingly digital world," said Roby A. Alampay, FVP and Head of Public Engagement at PLDT and Smart.

Key personnel from different city government offices have been brought in for the AI mentorship and acceleration program. In the next few months, these Cabanatuan City LGU personnel will develop a centralized query platform that will receive citizen concerns, and route them to the appropriate office. Powered by AI, the system is expected to streamline public feedback management and help shorten response times for requests and inquiries. The city plans to integrate the solution into the existing ‘MyCabanatuan’ application.

As Cabanatuan City begins its AI Mentorship journey together with PLDT and Smart, it becomes one of several local government units exploring how technology can help make public services more responsive and accessible.

The city joins Baguio City, Cebu City, and the province of Lanao del Sur, which have likewise partnered with PLDT and Smart to tap AI-enabled solutions for local governance.

Through AI-in-a-Box, PLDT and Smart provide participating communities with access to digital tools, training, and mentorship as they build solutions designed to address local concerns. The initiative supports the PLDT Group’s much broader efforts to expand digital inclusion and encourage innovation in line with the UNSDG 9 on Industry, Innovation, and Infrastructure.

School-in-a-Bag Reaches Far-Flung Schools in Southern Leyte

Students in remote schools in the province of Southern Leyte learn how to read and solve mathematical equations using interactive tech-powered educational tools found inside School-in-a-Bag (SIAB) packages. The latest deployment, sponsored by the United Nations Children’s Fund (UNICEF) in collaboration with PLDT Inc. (PLDT) and Smart Communications, Inc. (Smart), the Department of Education Region 8, and the Philippine Business for Social Progress (PBSP), marks the global agency’s fourth and largest deployment of SIAB kits to date.

“Our mandate is to ensure that every child has equal access to quality education, especially those who are in the most marginalized communities. We hope this support will help drive meaningful changes in classrooms. These devices are not meant to add to teachers’ burden, but to help ease their workload and improve the overall teaching and learning experience for both teachers and students,” said Jieun Yoon, Education Specialist from UNICEF Philippines.

The recent turnover benefits 97 multigrade schools in hard-to-reach areas across the province. It underscores the long-standing collaboration between the UNICEF and the PLDT Group in making education more accessible and inclusive for Filipino learners. Since 2019, the partners have deployed more than 300 SIAB kits to last-mile schools across the country—bringing learning opportunities closer to children in remote and underserved communities. The initiative reflects a shared vision that every child, regardless of location or circumstance, deserves equal access to quality basic education.

“With the School-in-a-Bag, we aim to ensure that high-quality digital tools are within children's reach. We are grateful to have worked with UNICEF in reaching more remote schools in the region and bringing these portable digital classrooms directly to our learners,” said Roby A. Alampay, FVP and head of the Public Engagement and Corporate Communications Group at PLDT and Smart.

Benit Elementary School (Benit ES) in Malitbog, Southern Leyte, located about 38 kilometers from Maasin City, is among the beneficiaries of this year’s SIAB rollout. The support is expected to ease the burden of teachers due to personnel shortages.

“We are truly thankful to receive the SIAB funded by UNICEF. This is a big blessing for our learners, especially in multigrade classes where one teacher supports many students at once. With or without internet connectivity, teaching and learning can continue seamlessly because the kit also works offline. Our heartfelt thanks to UNICEF, PLDT, and Smart for helping us deliver accessible and continuous learning for our children," said Merry Ann B. Tagon, teacher-in-charge at Benit ES.

The School-in-a-Bag is PLDT and Smart’s portable digital classroom that carries a laptop, a Smart Bro LTE Pocket WiFi with load allocation, ten tablets, a comprehensive teacher’s guide, and a collection of digital learning resources. These include contextualized Learning Activity Sheets (LAS) and #LearnSmart educational applications designed to build literacy and numeracy skills in the learners’ Mother Tongue.

Under its #KonektedForLearning pillar, the PLDT Group, together with institutions like UNICEF, continue to bridge the digital divide and champion inclusive education. The SIAB project also supports the country’s efforts to achieve UNSDG 4 on Quality Education by utilizing the power of technology to uplift communities and help create a future where no learner is left behind.

Quezon City's Emergency Responders Receive Mental Health Support from PLDT and Smart

In times of crisis and emergency, Quezon City’s frontliners keep communities safe and protected. But who ensures that these frontliners remain strong, supported, and ready when called upon to serve?  PLDT and Smart, in partnership with the Philippine Mental Health Association (PMHA), recently conducted a holistic stress management workshop for the emergency response frontliners of the Quezon City Disaster Risk Reduction and Management Office (QC DRRMO) and Quezon City Citizens Services Department (CSD). The initiative reinforces a shared commitment to strengthening resilience and safeguarding the mental health of those on the frontlines of crisis response. This is part of the broader initiative of PLDT and Smart through its #KonektedForResilience advocacy program that focuses on community resilience and disaster preparedness.

The workshop centered on key challenges faced by responders, including burnout, secondhand traumatic stress, and the cumulative emotional toll of emergency work. Participants were guided through practical coping mechanisms such as managing personal stress responses, building healthier habits, and developing strategies to sustain both mental and emotional well-being amid high-pressure environments.

For QC DRRMO Head Bianca Perez-Diamante, the initiative is both timely and necessary, given the nature of their work. “Our responders are the ones who face emergencies every single day—from vehicular accidents and trauma cases to rescues during extreme weather conditions. They see things that most people are not prepared to handle, and it takes a toll on them. This workshop is important because it reminds them that they are human too—that they also feel tired, overwhelmed, and affected by what they experience. It gives them the space to pause, to breathe, and to acknowledge their own vulnerabilities,” Perez-Diamante said.

Acting Chief Administrative Officer Estelita Mañalac of the QC Citizens Service Department, who is one of the participants from the workshop, highlighted the value of self-care in effective public service. “One of the most important things I learned is that you have to take care of yourself first before you can truly help others. This workshop gave me a better understanding of stress and how it affects people at all levels. It also equipped me with ideas that I can share with my staff so we can better support one another. As frontliners, we need to remain resilient and manage our stress properly so we can continue to serve effectively, especially during emergencies,” Mañalac said.

From the perspective of responders on the ground, the workshop provided practical and personal insights. Another participant, Jeramen Devisfruto, who is the Acting Deputy of Team Delta Emergency Medical Services under Operations, reflected on the importance of mental stability in their line of work. “I realized how important it is to have stable mental health because it directly affects how we respond to emergencies. When your mind is not okay, your body follows, and it becomes difficult to do your job properly. This workshop helped me understand how I can better manage panic, anxiety, and personal challenges so I can continue to perform my duties and support others effectively,” Devisfruto said.

Beyond mental health support, the initiative also introduced opportunities for additional livelihood. A brief segment by Smart NCR Wireless Sales highlighted the Smart Retailer program, which enables individuals to earn extra income by selling prepaid load and digital services within their communities. For frontliners and emergency responders, this presents a flexible and accessible way to supplement their income, further supporting their overall well-being and financial resilience.

PLDT and Smart underscored their commitment to supporting those who serve at the frontlines. PLDT and Smart Stakeholder Engagement Assistant Vice President and Head Stephanie V. Orlino emphasized the broader purpose of the initiative. “At PLDT and Smart, we believe in creating safer spaces not only for communities but also for the people who serve them. Our frontliners and first responders play a critical role in delivering aid during times of crisis, and while they continuously provide help to others, it is equally important that they receive the support they need. This workshop is a testament to our continued commitment to their well-being, particularly in ensuring that their mental health is cared for as they carry out their vital work.”

These initiatives reflect PLDT and Smart’s commitment to holistic community support— reaffirming the importance of mental health care as an integral part of disaster response, aligned with UN Sustainable Development Goal (UNSDG) 3: Good Health and Well-Being, 11: Sustainable Cities and Communities, and 17: Partnerships for the Goals.

Nasugbu Schools Report Improved Reading, Numeracy in First Year of Dynamic Learning Program

In classrooms across several public high schools in Nasugbu, Batangas, students are spending less time listening to lectures and more time working quietly through handwritten exercises — analyzing ideas, correcting their mistakes, and solving problems step by step.
School leaders say the shift is beginning to pay off. Barely a year of piloting the Central Visayan Institute Foundation–Dynamic Learning Program (CVIF-DLP), five schools under the Department of Education’s Nasugbu West Sub-Office report early but measurable gains in reading proficiency, numeracy, and overall academic performance.
Nasugbu National High School, Balaytigue National High School, Bunducan National High School, Dr. Crisogono B. Ermita Sr. Memorial National High School, and Pantalan Senior High School began implementing the program in June 2025 through a collaboration involving Asian Institute of Management Alumni Association 2024-2025 President Bobby Benares and his wife, Judy, PLDT and Smart, AIM–International Movement of Development Managers, ABC Stars Inc., and DepEd Nasugbu West.
“Programs like CVIF-DLP show that meaningful learning gains are possible when students are empowered to take an active role in their education,” said Benares. “By supporting initiatives that build independence, discipline, and resilience among learners, we are helping schools create classrooms that are better prepared for the challenges of today and tomorrow.”
As the Department of Education prepares to expand the CVIF-DLP to hundreds of schools nationwide, educators say the experience in Nasugbu suggests the approach can strengthen reading, numeracy, and independent learning habits even in resource-constrained environments.
The Dynamic Learning Program, pioneered by Ramon Magsaysay Awardees Dr. Christopher Bernido and the late Dr. Marivic Carpio-Bernido, centers on a “learning by doing” approach that encourages students to work independently through structured Learning Activity Sheets (LAS). The system minimizes lectures and instead guides learners through step-by-step tasks designed to strengthen comprehension and mastery.
Reading, numeracy, and academic gains
Balaytigue National High School students recorded consistent gains in their mean percentage scores across subjects from the first to the third quarter. School leaders also reported notable improvements in Filipino reading proficiency, including a significant decline in the number of students classified at the “frustration” reading level.
Science and mathematics scores also improved steadily over the same period, suggesting stronger conceptual understanding among learners.
“By working through the Learning Activity Sheets step by step, students engage more deeply with the material,” said Dr. Joel B. Abreu, school head of Balaytigue National High School. “We are seeing learners take greater ownership of their learning, and that is reflected in their improving performance across subjects.”
At Bunducan National High School, teachers observed similar trends. Reading proficiency improved across all levels, with a reduction in non-readers and struggling readers and a rise in average and fast readers.
Numeracy gains were also notable: the school reported that more than half of its students demonstrated numeracy proficiency by the end of second quarter, with non-numerate learners eliminated by the third quarter.
“The program encourages discipline, diligence, and independent learning,” said Dr. Adelia H. Pacia, school head of Bunducan National High School. “Students are learning to think through problems on their own, and that habit is translating into measurable academic gains.”
Building independence among learners
At Nasugbu National High School, the program was implemented by 12 teachers handling 333 students from Grades 7 to 9. Teachers reported that students increasingly completed tasks with minimal supervision while developing stronger writing habits and attention to detail.
The program’s emphasis on reflection and error analysis—where students review and learn from mistakes—has also strengthened retention of key concepts.
“Students are more accountable for their own learning,” said Dr. Rachel I. Bacit, officer-in-charge of Nasugbu National High School. “We see improvements not only in test scores but also in work habits, collaboration, and confidence in the classroom.”
Students at Dr. Crisogono B. Ermita Sr. Memorial National High School have begun to show steady gains in self-paced learning, along with a stronger sense of discipline in working through activity sheets on their own.
“Early observations from our teachers point to gradual improvements in students’ writing and comprehension,” said school principal Dr. Zany R. Gargullo. “More importantly, we are seeing learners develop the discipline and perseverance needed to complete academic tasks independently.”
At Pantalan Senior High School, Grade 11 students recorded an 8.87-point increase in mean percentage scores from the first to the second quarter, while Grade 12 students improved by 7.76 points over the same period.
Teachers also observed improvements in vocabulary, reading comprehension, and the ability to process complex texts. While mathematics results were mixed — with some students struggling to complete tasks independently — school leaders said these findings will guide refinements to the program.
“Piloting the program allows us to identify both the strengths and areas where we need to adapt,” said Dr. Ronald A. Cloma, officer-in-charge of Pantalan Senior High School. “The early results are encouraging, and they give us a clear direction for improving the materials and support systems.”
A program designed for resilience
Originally developed to address challenges such as teacher shortages, limited textbooks, and frequent class suspensions, CVIF-DLP has increasingly been adopted as a resilient learning strategy for public schools.
The Department of Education has begun institutionalizing the program nationwide, with more than 400 schools targeted for implementation in School Year 2026–2027.
“We are supporting the wider rollout of the CVIF-DLP because it teaches resilience, discipline, and independent thinking,” said Stephanie V. Orlino, AVP and Head of Stakeholder Engagement at PLDT and Smart. “These are essential skills for learners in a rapidly changing world. The program ensures that learning can continue even during disruptions.”
Private sector support
Since 2010, PLDT and Smart have supported the expansion of CVIF-DLP, helping train thousands of teachers and scale the program to more than a thousand schools nationwide.
The Nasugbu pilot, in collaboration with like-minded allies, is part of the PLDT Group’s broader effort to strengthen education continuity, particularly in communities vulnerable to disruptions.
Looking ahead
School leaders in Nasugbu say the pilot program will continue as they refine Learning Activity Sheets, strengthen home-school collaboration, and improve resource management to sustain the approach.
For educators in the district, the early results offer a hopeful signal that the Dynamic Learning Program can help address long-standing learning gaps while building the independent thinking skills students need for the future.
CVIF-DLP aligns with DepEd’s revised K to 10 curriculum and advances the country’s commitment to UN Sustainable Development Goal 4: Quality Education.

Reaffirming their commitment to global excellence, PLDT Global Inc. has achieved its ISO 9001:2015 certification, the globally recognized standard for Quality Management Systems. The certification, awarded by TÜV SÜD PSB Philippines Inc., underscores PLDT Global's strong focus on customer-centricity, operational excellence, and its ability to consistently deliver world-class connectivity and innovative digital solutions to Filipino communities and enterprises worldwide.

PLDT Global's achievement of ISO 9001:2015, which sets stringent requirements on quality, customer satisfaction, regulatory compliance, and continuous improvement, marks a fitting capstone to a milestone year for PLDT Inc.’s international arm.

"This year has been truly remarkable for PLDT Global. Securing ISO 9001:2015 certification is a testament to our unwavering commitment to quality, customer satisfaction, and global standards,” said Albert V. Villa-Real, President and CEO of PLDT Global.

“Every initiative and partnership we pursued reflects our mission to empower enterprises and Filipino communities worldwide. We remain committed to listening to our customers, continuously innovating, and delivering best-in-class services in an ever-evolving digital landscape. We dedicate these milestones to our customers who rely on PLDT Global to power their growth.”

A Year of Strategic Partnerships and Global Milestones

This ISO certification is the latest milestone in a year filled with strategic partnerships and initiatives that strengthen the company's position as a trusted enabler of growth and connectivity.

PLDT Global Corporation extended its partnership with stc Group, a digital and telco leader in Saudi Arabia, to deliver seamless, secure, and cost-effective international voice services, reinforcing PLDT Global's leadership as a reliable voice aggregator and trusted cross-border connectivity provider.

The company also collaborated with stc’s digital infrastructure arm Center3 to support rising demand for cloud computing, subsea capacity, and hyperscale data centers across Asia Pacific and the Middle East regions. Additionally, PLDT Global partnered with BBIX, one of Asia’s largest Internet Exchange providers, to deliver greater flexibility, scalability, and cost-efficiency to enterprises who are expanding in the Asia-Pacific region and beyond.

Beyond connectivity, PLDT Global expanded its solutions portfolio through a partnership with Multisys, a 2025 Stevie® IBA Company of the Year for Computer Software, highlighting the Philippines’ strength in delivering complex, enterprise-grade software solutions globally.

Shaping the Future Beyond Connectivity

The 21st Asian Carriers Conference (ACC), themed “Shaping the Future Beyond Connectivity.”, brought together global industry leaders to navigate how human connection remains vital amid rapidly evolving technologies that are transforming industries, and propelling innovation and sustainability. Together with the Philippine flag carrier Philippine Airlines and all telco operators in the country, PLDT Global showcased the country’s readiness to host  the connectivity and data center requirements on the Philippines.

PLDT Global, together with PLDT-Smart Foundation (PSF), and Samsung Philippines also led the ACC 2025’s corporate social responsibility program that focused on education and livelihood. The program included the donation of smart TV and tablets to Looc National High School in Lapu-Lapu City, Cebu, and FarmTech training kits to cacao farmers from the Cebu Diversified Advocacy Cooperative (CEDACO).

'Alagang Bossing' for Global Filipinos

Through Tindahan ni Bossing (TinBo), the all-in-one digital marketplace app for Global Filipinos, PLDT Global continued to expand its suite of offerings, reinforcing its mission to deliver borderless solutions that empower the global Filipino workforce.

This year, PLDT Global welcomed Vic Sotto as TinBo's first brand ambassador, bringing to life the platform’s promise "Alagang Bossing". TinBo’s growing ecosystem, enhanced through collaborations with merchants like Share Treats and Pluxee, introduced new offerings including e-vouchers for Philippine wallet top ups, cinemas, clothing stores, Christmas bundles, and Noche Buena essentials.

In Bahrain, together with the stc Group's fintech subsidiary stc Pay Bahrain, Filipinos cash in their Philippine e-wallets directly via the stc Pay app. Users can purchase mobile load and content subscription PINs and send e-gift vouchers— making it easier to support loved ones in the Philippines. These services are powered by Vortex, PLDT Global’s digital distribution platform that ensures secure and reliable e-commerce transactions.

Prioritizing OFW welfare

In 2025, PLDT Global further strengthened its collaboration with government and private-sector partners to support the welfare and communication needs of Filipinos abroad and those aspiring to work overseas.

In partnership with the Commission on Filipinos Overseas, PLDT Global enabled zero-rated calls to the 1343 Actionline Against Human Trafficking via the Smart Virtual Number (SVN) through TinBo. Managed by the Inter-Agency Council Against Trafficking (IACAT), the 1343 Actionline provides 24/7 assistance to victims of human trafficking and their families.

Through TinBo's SVN, PLDT Global also provided free calls for Filipinos affected by the Israel-Iran crisis, ensuring access to critical government services during emergencies without incurring additional costs.

For OFWs awaiting deployment, PLDT Global partnered with Staffhouse International Resources, one of the top recruitment agencies in the Philippines, to provide free six-month SVN. This allows OFWS to maintain a Philippine virtual mobile number overseas, receive OTPs from Philippine e-wallets, banks and government apps, make free calls to key government hotlines such as the Department of Migrant Workers–Overseas Workers Welfare Administration Hotline 1348, and receive calls and texts from the Philippines.

PLDT Global also joined forces with DMW and mental health organization Mind You to conduct specialized Mental Health First Aid training for DMW employees and contact center agents in observance of the Mental Health Awareness Month in October. This initiative equipped frontliners with skills to support distressed OFW, managing their own well-being and resilence.

Celebrating Filipino Pride Overseas

In June, over 10,000 Filipinos in Hong Kong participated in the four-day HK Fest Philippine Independence Day celebrations, led by PLDT Global-Tinbo in partnership with MQuest Ventures and Philippine Airlines. During the event, PLDT Chairman and CEO Manny V. Pangilinan was honored with the Gintong Alon Leadership Award by the Philippine Association of Hong Kong (PAHK) in recognition of his steadfast support for overseas Filipinos.

From Barriers to Breakthroughs: PLDT, Smart Train Students with Disabilities for Accessible Android Tool

AI is becoming a lifeline for young learners with disabilities, as PLDT and Smart launch a new training program that teaches special needs education (SNED) students to use accessible Android tools for school and daily tasks. The goal is simple: turn the devices they already hold into learning companions they can rely on.

The Android Accessibility Training tailored for students with disabilities was developed with ATRIEV (Adaptive Technology for Rehabilitation, Integration, and Empowerment of the Visually Impaired), a nonprofit organization that provides ICT-based training and services to persons with disabilities, and NORFIL Foundation. The pilot run was held at Padre Gomez Elementary School in Manila, where 19 students took part in the five-day training.

“Technology can be a great equalizer,” said Stephanie V. Orlino, AVP and Head of Stakeholder Engagement at PLDT and Smart. “With the help of mobile applications, our SNED teachers can customize their teaching strategies to better address the learning needs of students with disabilities.”

Supported by the Department of Education’s Schools Division Office of Manila, the sessions introduced students to interactive reading apps, gamified math tools, and communication features designed for users with sensory or learning disabilities. Teachers said many students responded well to real-time feedback and visual cues built into the apps.

“The workshop is aligned with the DepEd’s commitment to strengthening inclusive and quality education for all learners through the implementation and full operation of the existing Inclusive Learning Resource Centers and the establishment of new ILRCs all over the country,” said Amcy M. Esteban, Education Program Supervisor – Kindergarten and Special Education, DepEd Schools Division Office of Manila. “Let us not focus on the disability, but on the ability. With the help of technology, our SNED students can access wider opportunities in the future.”

The training was held as part of Manila’s 69th Special Needs Education Week and was led by trainers from ATRIEV, many of whom have disabilities themselves. Their experience, ATRIEV said, helps ensure the tools are introduced in ways that feel intuitive to young learners.

“As someone with visual impairment, I am familiar with the challenges experienced by our students with disabilities,” said Nerikka Escario, Master Trainer 2, ATRIEV. “I can walk in their shoes and test how accessible the application is.”
The Android Accessibility Training is part of PLDT and Smart’s IDEATe (Inclusion, Diversity, Equity, Advocacy through Technology) program that uses technology to equip marginalized individuals with the necessary digital skills so they can access learning and livelihood opportunities. These efforts also underscore the PLDT Group’s commitment to helping the country achieve UNSDG 4 on Quality Education, UNSDG 8 on Decent Work and Economic Growth, and UNSDG 10 on Reduced Inequalities.

Smarter Public Service: PLDT, Smart Help Bicol LGUs Level Up with AI Tools

Local government unit (LGU) workers in the Bicol region are keeping abreast with opportunities in applying artificial intelligence (AI) to improve and secure delivery of public service, especially since they serve communities extremely vulnerable to typhoons and other natural disasters.

In a recent workshop organized by PLDT and Smart as part of their drive to support LGUs in their digital transformation, almost 50 LGU representatives from across Bicol learned how AI tools can help them manage repetitive inquiries, improve operational efficiency, and deliver more responsive public service.

These Bicol LGUs were identified by the Anti-Red Tape Authority (ARTA) as partners in establishing and operating their own electronic Business One-Stop Shop (eBOSS), a key component of the government’s efforts to improve the ease of doing business in the country.

The initiative is part of PLDT and Smart’s AI-in-a-Box program, designed to equip organizations, including LGUs, with essential AI skills. The AI workshop complements the PLDT Group’s desktop and laptop computer donation last year to ARTA, supporting LGUs in meeting the eBOSS requirements and fully automating business registration and renewal processes.

“Our goal is to build the confidence of LGUs in using AI tools for more efficient and responsive public service, especially in enabling entrepreneurship and keeping services running during disruptions,” according to Stephanie V. Orlino, AVP and head of Stakeholder Management at PLDT and Smart. “When LGUs embrace these technologies, communities become more empowered, more engaged, and receive better service when it matters most.”

Gemma Domalaon-Ferrer, Municipal Treasurer of Prieto Diaz, Sorsogon, shared her perspective. “As a frontline office, we often respond to a high volume of repetitive inquiries,” she said. “The session helped us realize that we can advocate for a Facebook chatbot to handle frequently asked questions, allowing our team to focus on core responsibilities such as managing the municipality’s finances, collecting local taxes, safeguarding government funds, and ensuring proper disbursement.”

Rocky Phillip Romero of the Human Resources Department of San Jacinto, Masbate, also highlighted AI’s potential. “AI can support our HR operations by helping monitor and process frequently asked questions and routine tasks from municipal employees and job applicants—regardless of where they are in the Philippines,” he said.

James Saludo Flores from the LGU of Polangui, Albay, emphasized how chatbot technology can improve accessibility for constituents. “Instead of traveling to the Municipal Hall, residents can use a chatbot to access information on requirements, permits, document follow-ups, and government fees. AI helps us respond faster and serve better.”

PLDT and Smart's efforts to strengthen LGU capabilities through AI align with the PLDT Group's broader commitment to advancing the Government's digitalization agenda and enhancing public service delivery nationwide.

Mulanay: Finding ‘Paraiso’ Through Digital Empowerment for Persons with Disabilities

The town of Mulanay in Quezon province has come a long way from the underserved rural community portrayed in the 1996 award-winning film Mulanay: Sa Pusod ng Paraiso, directed by Gil Portes. While the movie depicted a village lacking in infrastructure and a community deeply rooted in tradition and reluctant to embrace modern medicine, present-day Mulanay is now a first-class municipality where diversity and inclusion thrive, opening opportunities for residents in challenging circumstances such as persons with disabilities.

These opportunities pave the way for programs that uplift Mulanay’s most vulnerable sectors, including a partnership that the local government, through the Municipal Social Welfare and Development (MSWD) office, forged with ATRIEV, PLDT, and Smart to train residents with disabilities on the basics of entrepreneurship and the use of digital innovations to grow their businesses. This partnership aligns with the PLDT Group’s Inclusion, Diversity, Equity, Advocacy through Technology (IDEATe) program.

“As a father to a child with autism, I understand the challenges that persons with disabilities face,” said Mulanay Mayor Aristotle Aguirre. “That is why we are working with like-minded organizations to provide them with digital skills and entrepreneurial opportunities, so they can start or grow their own businesses and thrive in today’s economy.”

Conducted by ATRIEV and also supported by NORFIL Foundation, more than 20 persons with disabilities and carers of persons with impairments attended the Digital Business Basics Training (DBBT). The eight-day workshop was divided into two modules. The first focused on starting a business, covering essential topics such as branding, connecting with target markets, fund sourcing, and pricing and costing strategies.

Sergio Macarang, 55, saw his clients dwindle after he got into a vehicular accident that limited his mobility. He was a construction foreman prior to the accident. He turned to selling medical masks and wipes to supplement his income. And now, he wants to grow his business.

“You need careful planning,” Macarang said. “You have to learn proper costing, so you don’t end up selling your products at a loss.”

Pricing was also the most important skill for 26-year-old Jerald Regencia, a reseller of beauty products born with physical impairments. “I was intimidated at first because I have forgotten my Math,” he recalled. “But I brushed up on my Math skills to ensure that I am earning from my business. You have to factor in all your expenses.”

The second module gave participants hands-on experience using digital tools and social media platforms to expand their reach, such as setting up Facebook and Tiktok accounts and creating content for their pages.

“I was even able to design a logo for my business using a mobile app,” Macarang added. “Through Facebook and other online platforms, I can now reach more people and potential customers. My business is no longer limited to foot traffic on our street — it has grown beyond our community.”

“Selling online has really made things easier for me,” Regencia shared. “Before, I had to personally visit my suki to show them new items or ask if they wanted to order again — which wasn’t easy because of my condition. Now, I can just promote my products online and connect with them through messaging apps.”

Through inclusive initiatives like this, the stories of persons with disabilities in Mulanay are moving toward brighter chapters. Equipped with digital skills and business know-how, their journeys are only just beginning.

“At PLDT and Smart, we believe that technology is a powerful equalizer,” said Stephanie Orlino, AVP and Head of Stakeholder Engagement Team. “Through programs like IDEATe, we are opening doors for persons with disabilities to participate fully in the digital economy, giving them the tools and opportunities to improve their lives and contribute meaningfully to society.”

IDEATe activities are aligned with PLDT and Smart’s commitment to help the country achieve UNSDG 8 on decent work and economic growth, and UNSDG 10 on reducing inequality by empowering and promoting the social, economic and political inclusion of all, including persons with disabilities.
